This report first proposes a theoretical framework to understand social mobility and the organisational culture required to address complex problems. It then tests the hypothesis of a digital platform through interviews with selected stakeholders and recommends concrete steps the Council can take with its partners in digital and non-digital spaces to increase upward social mobility in Cambridgeshire.
